What this warning usually means
The engine ECU has decided AdBlue dosing isn't working or the tank reads empty, and started a legal countdown.
On BlueHDi vehicles the most common cause is the AdBlue tank module (pump, heater and level sensor in one unit), followed by wiring and connector faults.
"Emissions fault: starting prevented" or "Top up AdBlue: starting prevented" means the countdown has already reached zero.
Can the vehicle still start?
Yes, until the counter hits zero — and it will keep running while the engine is on. Once switched off at zero, it won't restart until the fault is repaired and cleared with diagnostic equipment.
